Napa Standoff: Man Arrested On Elder Abuse, Criminal Threat Charges

NAPA, CA — A Napa man was arrested Thursday on suspicion of elder abuse and making criminal threats toward his parents who are in their late 70s, a Napa police sergeant said.
Brian Carlson, 48, was taken into custody Thursday night following a brief standoff at his parents’ home on Justin Court, according to Napa police Sgt. Pete Piersig.
Officers responded to the residence after Carlson’s parents came to the Napa Police Department Thursday afternoon to report recent and ongoing issues with their son.
“The victims told police the day prior Carlson had threatened to kill one of them while he was holding a firearm,” Piersig said. “The victims reported years of issues and arguing with Carlson, with his behavior becoming increasingly hostile and erratic. In the past two days, they had several interactions with Carlson where he was clutching a firearm and threatening to shoot them or himself.”
The victims told police their son had multiple guns along with ammunition.

“The victims said Carlson told them if they called the police, he would be ready for them and there would be bodies everywhere, implying that he would shoot the police,” Piersig said. “The victims were scared of Carlson and afraid to have him in their house any longer.”
A detective who specializes in elder abuse cases took over the investigation.

“California recently mandated police make an arrest, or seek prosecution in elder abuse cases, and we wanted to stabilize the situation for the elderly victims,” Piersig said.
Carlson had multiple firearms registered to him and was on active Napa County probation.
“To avoid a deadly confrontation with Carlson, and take him into custody, our Crisis Response Unit was called out,” Piersig said.
The unit includes SWAT team members and tactical dispatchers from Napa PD, the Napa County Sheriff’s Office, the Napa County District Attorney’s Office and the Napa Special Investigations Bureau.
As detectives secured an arrest warrant for Carlson and a search warrant for the Justin Court residence, Carlson was in contact with the victims over the phone and continued to threaten a shooting, Piersig said.
Once resources including armored vehicles were in place near the residence, negotiators made phone contact with Carlson. He denied having any guns but was seen moving around inside the house, Piersig said.
After a negotiator from the Napa District Attorney’s Office talked with him for about an hour, Carlson agreed to come out and was taken into custody without further incident.
In a search of the house, detectives found an open and empty gun safe and several firearms registered to Carlson hidden throughout the house, the sergeant said.
Carlson was booked into Napa County jail on suspicion of felony elder abuse and making criminal threats. He remained in custody Friday with his bail set at $50,000.
