FAIRFAX, VA — Fairfax County Board of Supervisors approved a recommendation from County Executive Bryan Hill at its meeting on Tuesday to designate a newly proposed affordable housing project in Tysons Corner as a revitalization area.
At its last meeting, the board approved more than $33 million in loans to help finance construction of the Dominion Square West project, a nine-story, concrete and steel high-rise that would bring 175 affordable units to 2 acres of land on Spring Hill Road in Tysons.
The Arlington Partnership for Affordable Housing (APAH) is contracted to purchase the property and construct the building as part of Phase 1 of the development. The revitalization area designation will help make it easier for APAH to apply for Low Income Housing Tax Credits (LIHTC).
In making its recommendation to the board, county staff determined that Dominion Square West met the revitalization area requirement because the development would benefit the county. In addition, the absence of housing in the area did not offer any inducements for businesses or other enterprises to remain in the area and there was no reasonable expectation that private enterprise or investment would lead to future development.

Development of Dominion Square West would go long way toward bolstering affordable housing in the Tysons area, according to the proposal’s equity impact statement. Of the 4,081 overall residential units delivered in Tysons as of Aug. 1, 2021, only 752 served low to moderate income households through the Fairfax County Affordable Dwelling Unit/Workforce Dwelling Unit (ADU/WDU) Program, according to the 2020-2021 Annual Tysons Report.
With the previous approval of more than $33 million in loans and the revitalization designation, the board was taking steps toward making development around Tysons to be more economically equitable. On top of that, the board was also able to dedicate an additional $5 million in affordable housing funding as part of its Fiscal Year 2022 Mid-Year Review package

“That’s actually a really good example of the application of the One Fairfax policy,” Hunter Mill District Supervisor Walter Alcorn said, referring to the county’s social equity policy. “This is the first time we’ve seen this. As part of the review of different actions taken by the Board of Supervisors, we’ll look and have an analysis of equity impacts. … This project is going to be targeting working families. Having this so close to the Springhill Metro Station is a huge plus.”
