FAIRFAX COUNTY, VA — The Fairfax County Police Department identified two badly decomposed bodies found in a large plastic container near a shopping cart on Dec. 15 in the Alexandria area of Fairfax County as a woman from Washington, D.C., and a woman from California, police officials said at a news conference Friday night.
The police believe the women were victims of a suspected serial killer dubbed the “shopping cart killer” because he used shopping carts to move and dump murder victims’ bodies in remote areas. The suspect is in jail in Harrisonburg, Virginia.
Fairfax County Police Chief Kevin Davis said DNA analysis allowed the department to make the positive identifications of the two women.
The victims were identified as Cheyenne Brown, 29, of D.C., and Stephanie Harrison, 48, of Redding, California.
Brown was last seen in Southeast D.C. on Sept. 30. Harrison had not been seen or heard from since August. She was vacationing on the East Coast when she disappeared.
Anthony Eugene Robinson, 35, was arrested in November after two bodies were found in Harrisonburg. Police believe Robinson is linked to the bodies found in the container, which was placed in an isolated wooded area in the 2400 block of Fairhaven Avenue in the Alexandria portion of Fairfax County.

Davis said Robinson, who is from New York, is the primary suspect in the killing of the two women. Fairfax County police are partnering with police agencies in New York and the D.C. area as part of their investigation into Robinson, Davis said.
Last month, D.C. police received information that a man who was arrested in two recent homicides in Harrisonburg was seen with Brown, who had been reported missing from D.C. The information led detectives to her last known location near the Moon Inn Hotel on Richmond Highway.
Davis said the Moon Inn Hotel produced a receipt that showed Robinson stayed at the hotel on the same day that Brown went missing.
Fairfax County police believe Robinson stayed at the Moon Inn Hotel at least five times, according to hotel receipts. Robinson allegedly met his victims online. The police said they believe he was active on two dating apps, Plenty of Fish and Tagged.
Bode Technology Group Inc., based in Lorton, provided DNA testing services that were used in identifying Brown and Harrison, according to police.
Fairfax County police also said Friday night that the department received a tip this week about another case where a woman was found dead in a shopping cart in D.C. The police believe the woman, who was covered by a blanket in the shopping cart, may be the fifth victim of Robinson.
Detectives in Fairfax County contacted the Metropolitan Police Department to alert them about the possible connection to Robinson. The unidentified woman’s body was found Sept. 7 in the 200 block of F Street NE, near Union Station, WTOP reported.

On Nov. 23, Harrisonburg police identified two victims in an open lot in the city’s commercial district, according to Police Chief Kelley Warner. Police arrested Robinson in connection with the killings of Allene Elizabeth Redmon, 54, of Harrisonburg, and Tonita Lorice Smith, 39, Charlottesville.
So far, Robinson has been charged in Harrisonburg with two counts of first-degree murder and two felony counts of concealing, transporting or altering a dead body in the killings of Redmon and Smith. He is accused of using a shopping cart to transport the bodies of the two women in Harrisonburg.
The number of charges faced by Robinson “will go up,” Major Ed O’Carroll, bureau chief of the Major Crimes, Cyber and Forensics Bureau of the Fairfax County Police, said at Friday night’s news conference.
