CLEARWATER, FL — The 23-year-old welder killed Monday when a concrete staircase in a four-story garage collapsed was a “good, hard-working guy just trying to care for this family,” said Clearwater Police Chief Dan Slaughter during a news conference Wednesday afternoon.
Slaughter identified the man as Mitchel Klock of Brandon, a newlywed who owned his own welding business.
Klock, a 2017 graduate of Riverview High School, would have celebrated his first anniversary with his wife, Alexis, on Jan. 24. They met and began dating in 2012 when both were still in middle school.
Klock and another worker were making repairs on a concrete stairwell in a parking garage near the Tampa Bay Water administrative offices at 2575 Enterprise Road on Monday around 12:30 p.m. when the stairwell collapsed on top of him. The other worker was able to escape with no injuries.
Structural engineers and construction crews working with heavy equipment spent nearly two days removing the concrete debris to reach Klock. His body was recovered just before 6:30 a.m. Wednesday.

Slaughter said city inspectors recommended the owner of the garage have it inspected by a structural engineer after the city received a complaint about cracks in the stairwell in July.
“At this point, it doesn’t seem like they were just ignoring our conversations,” Slaughter said. “I certainly want to make it very clear that I don’t think that Mr. Mitchel Klock deserves to be looked at in a negative light because of that, because we’re talking about a hard-working man who was just trying to put food on the table, a true American.”
Slaughter said the city is still investigating how that complaint was addressed.
“We are not at the point where we say this is a criminal investigation. We are collecting information related to the death of Mitchel,” he said. Slaughter added that, if there is evidence of culpability, “we will then, of course, handle it appropriately and follow through with any type of system of accountability that needs to occur.”
WFLA Channel 8 said it was contacted by a former maintenance engineer for the company that previously owned the garage and said he had warned the city of structural issues before the collapse.

Slaughter said the police are in the process of interviewing people who had knowledge about the condition of the building before the collapse.
