ENFIELD, CT — The longtime site of an auto repair shop on Elm Street has been approved by two town land use boards to become home to a Noble Gas facility which will feature a great deal more than the standard auto fuel and convenience store offerings.
Michael Frisbie, owner of seven Noble locations in Connecticut as well as Frisbie’s Dairy Barn in New Britain, plans to develop an 8,437 square-foot gas station and convenience store with a drive-thru, as well as a separate 3,197 square foot car wash, on property long containing Fox Hill Automotive at 190 Elm Street. The total setting of 6.75 acres would include acquisition of unused land to the east and south of the current structures, built in 1962, which would be demolished.
An application for a zone change unanimously passed the Planning & Zoning Commission on Oct 14, with several members expressing their delight at the project. Likewise, the proposal was unanimously approved by the Inland Wetlands and Watercourses Agency on Nov. 3, with commissioner Virginia Higley stating, “The property has been an eyesore for years. This is a good use of the property.”
The plan submitted to the agencies shows eight gas pumps, electric vehicle charging stations and an express car wash. Inside the store will be a coffee shop, sandwich shop and ice cream shop; indoor and outdoor seating will be provided.
“It’s not just a typical gas station and convenience store,” Frisbie told Patch in a recent interview. “We are so pleased with the reception from Inland Wetlands and Planning & Zoning. They couldn’t have been nicer; they treated me like they wanted me here.”

The grounds will undergo a transformation, as Frisbie plans to create a one-third acre pond in the rear, with about 1.8 acres of bordering meadow and woodland wetland in the southern portion of the property. A walking path and picnic area are also planned.
An additional 0.34 acres of disturbed wetlands will be restored, and an adjacent wetland buffer will be enhanced and naturalized with native vegetation. An eastern stream and bordering wetland will not be impacted as a result of the project.

Located on the southern side of the fork of Elm Street and Shaker Road, Fox Hill Automotive has long been a difficult spot to enter and exit. That problem will be alleviated with a new entrance being built to the east of the current building, adjacent to the small plaza containing 7-Eleven.
Among Frisbie’s other Noble properties is one on Route 140 in East Windsor, near the Connecticut Trolley Museum. He said the Enfield location would be “a bit larger and better.”
